Abstract
Ceasefires are agreed in most intra-state conflicts and the majority of these agreements are violated. Yet, the subsequent dynamics of retaliation are still poorly understood. This is critical since collapsing ceasefires can lead to a deterioration of the humanitarian situation and of the prospects for peace. In this article for International Peacekeeping, CSS' PhD candidate Claudia Wiehler proposes a novel conceptual framework, describing the decision-making of conflict parties after ceasefire violations and draws the attention to the counter-intuitive function of violence to secure cooperation in intra-state conflicts. In den meisten innerstaatlichen Konflikten werden Waffenstillstände vereinbart und die Mehrheit dieser Vereinbarungen wird gebrochen. Dennoch wird die darauffolgende Vergeltungsdynamik noch immer kaum verstanden. Dies ist bedenklich, da scheiternde Waffenstillstände zu einer Verschlechterung der humanitären Situation und der Aussichten auf Frieden führen können. In diesem Artikel für International Peacekeeping schlägt CSS Doktorandin Claudia Wiehler einen neuartigen konzeptionellen Ansatz vor, der die Entscheidungsfindung von Konfliktparteien nach Waffenstillstandsverletzungen beschreibt und die Aufmerksamkeit auf die kontra-intuitive Funktion von Gewalt zur Sicherung der Kooperation in innerstaatlichen Konflikten lenkt. Die empirischen Implikationen dieses Forschungsrahmens werden anhand von Beweisen aus zwei Waffenstillständen im Mindanao-Konflikt auf den Philippinen veranschaulicht. Show more
